Congress Avenue Man Charged with Sex Offenses
The man is accused of raping a teen, Havre de Grace police said.
A Havre de Grace man has been charged with three sex offenses following a monthlong investigation into the rape of a 14-year-old girl, police said.
The Havre de Grace Police Department received a report on Dec. 7 that a man had raped a young girl in the man's apartment in the 400 block of Congress Avenue, department spokesman Pfc. Jeff Gilpin said.
According to charging documents, the 14-year-old victim knew the suspect and went to his apartment around 8 p.m. to smoke marijuana and he forced her to have intercourse, The Aegis reported.
Police reportedly said the two parties knew each other but were "not in any formal relationship."
Antonio Marshall Cruz, 23, was taken into custody shortly after 11:30 a.m. on Jan. 3. in the 400 block of Webb Lane, Gilpin said.
Cruz was charged with second-degree rape, a third-degree sex offense and a fourth-degree sex offense with sexual contact.
Second-degree rape involves vaginal intercourse in which one of the following applies, according to the Maryland Department of Safety and Correctional Services: there was force or the threat of force, without consent; the victim was mentally or physically incapacitated; the victim was younger than 14 years old and the perpetrator was at least four years older than the victim.
Third-degree and fourth-degree offenses involve nonconsensual sexual contact with a person 14 or 15 years old when the other party is at least 21 years old.
Cruz, known by the nickname "Righteous" to the victim, was being held at the Harford County Detention Center with bail set at $350,000, according to The Aegis.
